Compliance
Each government enforces the law according to its own interpretation and institutional capacity, resulting in different Law Levels across worlds and jurisdictions.
A low Law Level implies tolerance, neglect, or lack of enforcement capacity; a high Law Level indicates strict control, constant oversight, and severe punishments.
However, law exists regardless of how strictly it is applied: violations may be ignored by one local authority and pursued by another.
Agents, patrols, inspectors, and officers operate with legal authority in many worlds. They may stop, investigate, seize, or penalize depending on the context. Some act out of duty; others, under contract or commission.
Shared databases, interstellar transmissions, and traffic logs allow institutions to cross-reference information and coordinate responses.
Being discovered carries practical and strategic consequences: fines, embargoes, lockdowns, loss of reputation, revoked licenses, arrests, or asset seizures.

No Regulations
No formal laws exist. Any activity is allowed, including violence without consequences. Societies in total anarchy.

Basic Regulations
Only the most fundamental laws are in place, such as prohibitions against murder and protection of private property. No significant restrictions on trade or weaponry.

Light Control
Some restrictions exist, generally aimed at maintaining public order. Personal weapons are allowed and economic regulation is minimal.

Moderate
Regulations are in place for trade, weapon possession, and social order. Corporations are regulated but still enjoy a wide margin of autonomy.

Corporate Control
Stricter regulations apply to economic activities, trade licenses, and armaments. Corporations may require permits to operate in specific sectors.

Strong Regulation
Governments supervise the economy and limit access to certain technologies. Trade in weapons and hazardous materials is monitored. Legal identification is required for travel and operations.

Intense Political Control
Possession of weapons is banned outside of authorized forces. Communications and trade are regulated. Political dissent may be punished.

Police State
The government maintains strict control over society. Surveillance is constant, and subversive acts are severely punished. Personal freedoms are restricted.

Private activities are fully supervised. Access to advanced technology is restricted to authorities. Corporations may only operate with strict authorization.

Totalitarian Control
Permission is required for all commercial and mobility activities. No freedom of speech. Economic transactions and private property may be fully nationalized.

Total Suppression
The government controls every aspect of life. Foreigners are banned without special permission. Possession of any advanced technology outside state control is illegal.
